Résumé : | In the post-Cold War era, drug control monopolized security policies in much of the Western hemisphere. The debate on drugs and drug trafficking was synonymous with the debate on the threat posed. The "war on drugs" promoted by the United States became the outcome. It was the logical - and extreme - expression of the paradigm that inspired public policies to combat dmg trafficking: prohibitionism. This was built on an illusion: the eradication of the consumption of psychoactive substances, licit or illicit. [Extract] |
