On April 1999 the Portuguese “National Strategy for the Fight Against Drugs” was approved with the objective of proposing a global intervention strategy in the area of drugs and drug addiction for the years 1999 to 2004. The document, through a coherent structure, reveals objective and innovative content on the fight against drugs, and received compliments from several areas in different countries. On 2001 two complementary documents were approved, the “30 Objectives for the Fight Against Drugs and Drug Addiction on the Horizon 2004” and the “National Action Plan for the Fight Against Drugs and Drug Addiction – Horizon 2004”. The National Strategy foresaw the "external evaluation of its implementation, both global and sectorial, to be promoted by a relevant independent authority, on the basis of continued observation and analysis of the intervention developed, and which is attentive to the importance of different areas of intervention and the evolution of indicators/results that are considered relevant". The Portuguese National Institute of Public Administration (INA), endowed with scientific pedagogical autonomy and international recognized know-how in the area of public policy evaluation, was invited to proceed to the post-hoc evaluation of the period 1999-2003. [...] What are the aims of this evaluation study?
• The construction of an external and independent perspective which will not be influenced by interests or sectors concerning the objectives, goals, activities and protagonists envisaged in the National Strategy. • To identify and characterize what has and has not been done from 1999 until the end of the second semester of 2003. • To build a system of indicators to show levels of coherence, efficiency and effectiveness. • To highlight the best achieved and most problematic objectives. • To enable political authorities, governors, teachers and civil society, to form value judgements useful for future activities. |
