Le dispositif institutionnel pour le traitement et la réinsertion des toxicomanes, réalisé dans le cadre de la loi 1970, a constitué un important enjeu professionnel pour les psychiatres, le personnel infirmier et les travailleurs sociaux. Le mode de fonctionnement des centres spécialisés et leurs projets thérapeutiques ont été fortement influencés par le contraste existant entre la faiblesse des connaissances sur la toxicomanie et la nécessité d'une intervention en faveur d'une population de consommateurs développée dans l'après mai 68. Le changement des caractéristiques des consommateurs, présentant une image sociale moins noble que leurs prédécesseurs, a mis en crise les établissements pour toxicomanes. Les définitions de la toxicomanie et les traitements qu'on y avait élaborés se trouvent en porte à faux face à une clientèle prolétarisée et marginale pour qui la consommation de droque fait partie d'un ensemble de pratiques sociales de petite délinquance. ENGLISH: The institutional system of treatment and reintegration of drug addicts, determined by the law of 1970, had constituted an important professional challenge for psychiatrics, nurses and social workers. The functionning and therapeutic projects of specialized centres had been strongly influenced by the contrast between poor knowledge about drug addiction and the necessity of taking action on behaf of a growing population of consumers after May 1968. The change of characteristics of consumers, presenting a lower social image than that of their predecessors has brought about the present crisis of institutions for drug addicts. The definitions and the treatments of drug addiction which have been elaborated are irrelevant when dealing with a marginal and proletarianized population for whom the consumption of drugs is part and parcel of the social pratics o minor delinquency. |
