Résumé : | What are the forces for change in drug policy? About 70% of the French public feel that the drug problem is one of the most worrying problems, second only to unemployment and immigration. But fear always has the effect of bringing more state intervention, more repression, more violence and more fear. The cycle seems to be vicious. The end of prohibitionist policy seemed to be a rational option but there seemed to be no through road. What politician would dare to face this minor problem? What collective would dare to challenge public opinion, services and administration changes, international treaties? Throughout the eighties, as most liberals in France, my opinion was that no change was realistic at that time. [Extract] |
