L'implantation d'infrastructures suscite de nombreuses controverses. Face à «l'intérêt général» défini par les aménageurs, les opposants locaux affirment d'autres logiques. Celles-ci ne sont pas réductibles à l'expression d'égoïsmes locaux (syndrome NIMBY) ; elles sont au contraire significatives d'un déplacement de frontières entre intérêts particuliers et intérêt général. Un nouveau modèle d'aménagement, plus sensible à la territorialité des enjeux, semble ainsi émerger. ENGLISH: Facilities sitting arouses many controversies. Public interest, as defined by planners, is faced with local oppositions arguing from other points of view. These oppositions can't be discredited as local selfishness (NIMBY syndrom). On the contrary, these resistances mean that the boundaries between private and public interests are shifting. Thus, a new planning model, more conscious of the territoriality of issues, seems to be put on the agenda. |
