FRANÇAIS : A la fin du XXème siècle, la culture illicite du pavot à opium s'est trouvée concentrée surtout dans deux pays, l'Afghanistan et le Myanmar, représentant plus de 90% de la production mondiale. Les conséquences de plus de 20 ans de conflits persistants ont contribué à faire de l'Afghanistan le plus gros producteur d'opium pendant les années 90. Une "économie de l'opium" complète s'est enracinée dans le pays à partir des années 80, comblant les vides laissés par l'absence d'un gouvernement central efficace capable de contrôler l'ensemble du pays et par la disparition de la plupart des possibilités d'activités génératrices de revenus dans les campagnes. Après une forte augmentation à la fin des années 80, la production d'opium a fléchi en 2000, et cette diminution semble avoir été plus prononcée en 2001. Etant donné les très grandes incertitudes économiques et politiques qui prévalent actuellement dans le pays, il est trop tôt pour évaluer l'impact de cette situation sur le marché mondial des opiacés illicites. Un siècle et demi d'une histoire troublée ont porté le Myanmar au second rang des fournisseurs mondiaux d'opiacés illicites au cours des dix dernières années. Les années 90 ont peut-être constitué aussi un tournant dans l'histoire de ce pays avec, d'une part, le début de la pacification des régions reculées et montagneuses où la production d'opium est contrôlée par les minorités ethniques et, d'autre part, de la réduction des cultures de pavot à opium. Néanmoins, les obstacles qui continuent de se dresser sur la voie d'une élimination totale de la production d'opium au Myanmar demeurent considérables et les progrès récents qui ont été accomplis en matière de contrôle de l'opium sont contrebalancés par une augmentation de la fabrication illicite de méthamphétamine. (Résumé d'auteur) ENGLISH : At the end of the twentieth century, illicit opium poppy cultivation became concentrated in just two countries, Afghanistan and Myanmar, which accounted for more than 90% of global production. The consequences of over twenty years of protracted war have contributed to Afghanistan becoming the largest producer of opium in the 1990s. A full fledged "opium economy" entrenched itself in the country from the 1980s, filling the voids left by the lack of any effective central government capable of controlling the entire country and the destruction of the most income generating opportunities in the countryside. Following large increases in the production of opium in the late 1990s there was a downward turn in 2000, and this appears to have become more pronounced in 2001. Given the enormous economic and political uncertainty currently prevailing in the country, it is too early to assess the effect on the global illicit opiate market. A century and a half of troubled history brought Myanmar to the second rank among the world suppliers of illicit opiates during the last decade. The 1990's may also have constituted a turning point in that history, with the beginning of the pacification of the remote and rugged opium producing areas controlled by ethnic minorities and of reductions in opium poppy cultivation. However, remaining obstacles on the road to the total elimination of opium production in Myanmar are still considerable and recent progresses on the opium control front are offset by increasing levels of illicit methamphetamine manufacture.
