ENGLISH : With reference to the Comment by Joanne Csete and Daniel Wolfe about the repressive and ineffective drug policy of the International Narcotics Control Board (INCB; May 31, p 1820), we would like to point out that France provides an excellent example of how harm reduction - the approach the INCB consistently undermines - is safe and cost effective. Until 1994, France followed a repressive approach to drug policy. Neither substitution treatment for opioid dependence nor needle-exchange programmes were allowed. Outcomes were dreadful: there were about 500 annual deaths from heroin overdose and an alarming HIV prevalence rate of 40% among injecting drug users (IDUs). (Extract of the publication) |
