Résumé : | The Plan Colombia, created by the USA to fight production and trafficking of cocaine, has been a total failure. It has never been amended; on the contrary, it has been guaranteed by official numbers created ad hoc time after time. With the UN as one of the accomplices. Ten years ago the United States government thought necessary to cooperate with Colombian institutions to better fight the production and trafficking of cocaine and therefore created Plan Colombia, a very expensive project approved by the vast majority of the US Congress. In the 1st phase of the project, the Plan foresaw the military training of police forces and Colombian soldiers in an American base, under CIA surveillance. Things were suspicious from the start: a 1988 report by an American Senate commission presided by John Kerry, proved that the CIA was largely involved in cocaine trafficking. So why was the CIA chosen to get control over Plan Colombia? Also, considering the Colombians experience in dealing with drug smuggling, what specific competencies could the Americans possibly give the Colombian government? The two objectives of the Plan to cut by half cocaines production in six years and bring back peace in a country torn by guerrilla and paramilitaries squadrons are pursued mostly with a vast military operation and Amnesty International is extremely worried that this will cause a human rights crisis. Not to mention the difficulties of intervention in a country where armed groups and paramilitary groups, the government, the army, the police and the judiciary are all, in some way or the other, involved in obtaining supremacy in the drug market.
