A la lumière de ce qui a été fait depuis 1995, la Suède semble avoir développé activement la prévention en matière de consommation de drogues et d'alcool, cependant la situation ne semble pas avoir évolué depuis les années 80. L'auteur tente, dans cet article, de déchiffrer les paradoxes de ce constat. Après une brève discussion sur les concepts de base, une typologie est dressée des valeurs primordiales et des objectifs de la prévention. Puis, les racines historiques des divers modèles de prévention sont analysées et les conclusions sont appliquées afin d'éclairer les tendances actuelles en matière de prévention, en Suède. L'auteur note un glissement des mesures visant à améliorer les conditions sociales (fondées sur une assistance sociale) vers un contrôle des personnes aboutissant à exclure ceux qui sont considérés comme une menace pour l'ordre social. ENGLISH: In 1995, Sweden introduced a national action plan for alcohol and drug preventive measures (Folkhälsoinstitutet 1995). One year later, the government adopted the country’s first-ever national crime prevention programme (Ds 1996:59). In 1998, the Nordic Journal of Social Work published a special issue on preventive work, and during the same year both the Scandinavian Research Council for Criminology and the Nordic Council for Alcohol and Drug Research hosted research seminars on the theme of prevention. In the light of all this that was going on during the latter half of the 1990s, it might be tempting to describe the past five years as a period of intense preoccupation with prevention; but the fact of the matter is that the situation was very much the same in the 1980s. In 1982 new social services legislation in Sweden attached great importance to preventive work. The National Board of Health and Welfare (Socialstyrelsen 1984, 8) described the shift ’from traditional care and treatment to preventive efforts’ in both social services and health care as an ’international trend’, and major preventive youth projects were carried out in connection with the International Youth Year in 1985. Prevention was quite high on the agenda in the 1960s and 1970s as well. The Swedish National Council for Crime Prevention was set up in 1974. An extensive state investigation of social services in the 1970s devoted considerable attention to preventive care (SOU 1974:39). As early as 1962 Knut Sveri (1962, 36) pointed out that Sweden is currently 'investing heavily in preventive work' against crime. Thirteen years previously, a book on Swedish welfare policy published by the Swedish Institute described prevention as a typically Swedish (and novel) feature of social services as well as probation and aftercare.
