Comment fonctionnent les marchés des drogues en ligne ? Quelles technologies utilisent-ils ? Quelles relations entretiennent-ils avec le marché traditionnel des drogues ? Comment peuvent-ils être surveillés et contrôlés ? Depuis une dizaine d'années, les marchés virtuels ont modifié les dynamiques d'achat et de vente des drogues. Bien que l'on estime que la plupart des transactions de drogues illicites sont toujours réalisées hors ligne, les marchés des drogues en ligne sont en mesure de transformer, à l'avenir, les ventes de drogues, de la même manière que les achats en ligne ont révolutionné le monde du commerce de détail. Selon ce rapport, de nombreux facteurs semblent déterminer l'évolution des marchés des drogues par l'internet « principalement liés à la technologie, à la mondialisation et à l'innovation des marchés ». Cette nouvelle enquête de l'EMCDDA, qui explore l'univers des marchés des drogues en ligne, rassemble les éléments probants les plus récents, recueillis auprès de plus de 20 experts - universitaires, journalistes et professionnels de première ligne - et contribue à élargir la base de connaissances sur cette partie de la chaîne d'approvisionnement. ENGLISH: The last decade has seen the emergence of new internet technologies that have acted as important facilitators of online drug markets. The internet now hosts a range of virtual marketplaces (both on the surface and deep web) for selling and buying illicit substances, as well as representing a new arena for health and law enforcement interventions. This first EMCDDA investigation into the world of online drug markets brings together state-of-the-art input from over 20 experts - from academia, journalism and frontline practice - and contributes to the knowledge base on this part of the supply chain. |
