The Global SMART Update is designed to provide regular brief reports on emerging patterns and trends of the global synthetic drug situation.
The current issue provides insight into the ATS market ten years after the 2009 Plan of Action was adopted by the United Nations and the UNODC Global SMART programme was initiated. Since then, the ATS market underwent significant changes. Affordability, availability and purity of ATS have increased, trafficking patterns have become more globalized and international criminal organizations collaborate across continents. Comparing the ATS market from 2008/9 to 2017/18 this Global SMART Update shows the picture of an increasing illicit synthetic drugs market, with signs of further expansion and with methamphetamine becoming the primary ATS of concern. SMART responses to address the synthetic drugs problem are ranging from global monitoring and trend analysis to national capacity building for data as well as for drug identification, setting-up early warning systems, implementing legal responses and promote knowledge sharing activities. |
