The aim of this manual is to provide schools, health professionals and others involved in school-based drug prevention with a tool to analyse, select and improve programmes presented to them, or programmes they may wish to develop themselves (in cooperation with others). The manual offers a framework for combining scientific evidence of successes in school-based drug prevention with examples of good practice.
The manual is not a school-based drug prevention programme in itself. We offer the framework for such a programme without describing specific activities or providing information about substances. We limit ourselves to discussing those elements, which - in our opinion - constitute a comprehensive and effective school-based drug prevention programme, and place the emphasis on programme design, effectiveness, the specifics of a school setting, implementation and feedback management by means of monitoring and evaluation.
The manual includes examples and a limited number of exercises that illustrate the practical use of the model. It is written for teachers and other stakeholders, as well as (health) professionals and volunteers involved in the development, selection, decision-making and/or implementation of a school-based drug prevention project or programme in secondary schools. The manual focuses on programmes for students in secondary education, aged 11 to 18.
