As stated in the European Union Action Plan to Combat Drugs (1995-1999) research is a key element in any European strategy to combat drugs and gives the Commission the Mandate "to coordinate integrated research action on drugs and drug addiction within the context of the fourth framework programme for Community research and technological development" (European Union Action Plan to Combat Drugs, COM(94) 234, p. 28).
The objective of the present report, which has been launched by the Drugs Coordination Unit of the Secretariat General, is to analyse the existing Community research programmes on the possibility of funding research into illicit drugs, to identify the research areas which until now are not covered by the existing programmes and to formulate suggestions on the possible establishment of an integrated research action on drugs.
