Résumé : | In preparing this report, the Subcommittee has attempted to define the nature of the problems associated with the operations of the cocaine cartels. There are individual chapters devoted to Colombia, Panama, the Bahamas, Haiti, Honduras and Cuba and Nicaragua. [...] A separate chapter is devoted to the allegations of the involvement of drug traffickers with the Contra movement and their supply operations. There is also a separate chapter devoted to the issue of money laundering, which is the key to the effective operations of the cartels. The phenomenal profit associated with the narcotics trade is the foundation upon which the cartels' power is based.
