Nine cities were included in the study: Amsterdam, Barcelona, Dublin, Ghent, Hamburg, Lille-Roubaix, Lisbon, Manchester, Vienna and Trieste. In every participating city, at least one local official and at least one researcher was selected. The participating cities vary in general population characteristics, size of the addict population and visibility of the drug scene. Size of the city population and the visibility of the drug scene do not significantly correlate.
A total of 6 of the 9 cities have statistical data on drug related property crime, violations of local bylaws by drug users/addicts, and/or other drug related 'nuisance' generated by drug users/addicts. Definitions of 'drug users/addicts' vary between cities and are not very strict in many cases. What meets the eye in the official statistics on drug offences in virtually all cities is that, in terms of quantities, it is above all cannabis that is being confiscated. Arrestees are predominantly drug users rather than traffickers. In some cities, mainly cannabis users are being arrested, while in other cities arrests mainly affect hard drug users (heroin,cocaine and/or crack-cocaine). In most cities, adolescents and young adults constitute the largest group among the suspects of drug offences. 5 of the 9 cities have specific projects focusing on drug related petty crime and 4 of the 5 have evaluated these projects. In particular they try to coordinate punishment and treatment. User studies have been done in 4 cities. Mostly these include a small study on a selected group of clients and site surveys in visible populations of 'street addicts'. (from author’s abstract) |
