Résumé : | The substantial health, social and economic costs related to the use of psychoactive substances have become a major global public health concern, affecting millions of people throughout the world. This document describes the strategy of the WHO's Programme on Substance Abuse (PSA) to address this issue. The document aims to provide a framework for concerted global action over the five-year period 1997-2001, and will form the basis for a renewal of WHO's strategy for reducting the demand for substances into the 21st century. It sets out guiding principles, objectives, and broad priorities for WHO action and leadership. The strategy is founded on the broader social objective of achieving health for all. The 1998 Work Plan presented within this document is based on this framework. (Author's abstract) |
