Deux grands types d'études sont répertoriés afin d'analyser les liens entre consommation et crime : l'usage de drogues illicites chez les contrevenants (surtout les personnes judiciairisées), les délits commis par les usagers et enfin les enquêtes en population générale. L'étude de Roth (1994) ainsi que celle de Parker et Auerhahn (1998) indiquent clairement que l'alcool est bien la seule substance psychoactive pour laquelle la relation entre violence et consommation est scientifiquement avérée. Un balayage de la littérature permet de recenser 3 modèles conceptuels : le modèle économico-compulsif, le modèle systémique et les modèles intégratifs. Les programmes de traitement proposés en Amérique du nord sont les communautés thérapeutiques, les programmes d'incarcération-choc ou "Boot camps" (développés par Burns, Anderson et Dyson 1997), les mouvements d'entraide, la maintenance à la méthadone, la psychothérapie etc. Les tribunaux spécialisés (drug courts) jouent un rôle très actif dans l'orientation des jeunes contrevenants toxicomanes non violents vers des centres de réadaptation. Sur le plan de la prévention, les programmes nord-américains ont parfois comme résultats pervers d'isoler les jeunes les plus à risque de façon à protéger les autres. On peut regretter que la recherche fasse un recours abusif aux analyses quantitatives au détriment d'autres méthodologies. ENGLISH: The use of illicit drugs and criminality enjoy powerful media visibility and give the curious bystanders something to talk about; they fascinate and at the same time arouse fear and incomprehension. Their popularity, which they use to their advantage, makes them research subjects which are prolifically exploited in North America. An indication of the reputation acquired by these phenomena in the scientific community can be measured by the impressive quantity of documentation published on the matter. Despite the abundance of information, the links between use and criminality are not clearly elucidated. In fact, although a considerable number of scientific articles have shown that there is a certain relationship between the behaviours, there is nothing less certain than the nature of this relationship. The same prevalence studies sometimes lead to the development of completely different conceptual schemes. And although several prevalence studies do have a solid methodology, questions may be raised over the scientific rigour of some of the models proposed. Now, some of these models are at the root of the interventions aimed at drug addicts. It therefore becomes relevant to question the validity of the theoretical models, the interventions they suggest, the efficacy of the approaches proposed and the customers they target. |
