ENGLISH : A methadone regulatory border dispute between two states prompted a historic regional collaboration that resulted in the Model State Standards for Narcotic Treatment: Southeast Region, published in 1997 by the U.S. Department of Health and Human Services. The standards have come into national prominence since the fecleral role in narcotic treatment regulation is expected to diminish and many states are ill prepared to accept increased responsibility for supervision of methadone programs. The standards strike a balance between the regulatory roles of monitoring a program's compliance with specific requirements and encouraging better treatment outcomes by improving program performance. According to survey results, participating states have been using these standards extensively. |
