Les informations disponibles à l'échelle nationale, à partir des dépistages routiers (contrôles préventifs, contrôles après infraction, contrôles après accident) et des consultations en Centres de cure ambulatoire en alcoologie (CCAA), amènent à constater l'importance des conséquences des abus d'alcool en milieu routier et leurs implications dans les interventions des professionnels de la sécurité routière et de l'alcoologie. Des données issues d'expériences locales, comme celle menée dans le Val d'Oise, permettent de suivre les actions judiciaires après un délit de conduite en état alcoolique (CEA), dans le cas de partenariats privilégiés avec le secteur de la santé : la personnalisation de la sanction et la motivation pour la démarche de soins paraissent compléter utilement le rôle du dépistage qui s'opère dans le cadre de l'action de sécurité routière. L'incitation aux soins spécialisés en alcoologie est mesurée par l'importance relative des consultants venus en CCAA après dépistage routier, même si l'accueil de ces conducteurs reste globalement insuffisant, comme d'ailleurs pour l'ensemble des usagers à consommation problématique d'alcool. Outre l'importance quantitative de l'ensemble des conducteurs dont le risque alcool concerne la santé (un tiers de la population dépistée), la récidive de CEA (environ 10 % des cas) incite à un partenariat renforcé entre les intervenants en alcoologie et les acteurs de la prévention routière. ENGLISH : National data, obtained from roadside checks (random breath tests, tests after an offence or after an accident) and concerning those seeking treatment in Alcohol Outpatient Clinics, shows the importance of alcohol abuse on the road and its implications for those professionally involved in road safety and the treatment of alcoholism. Data from local experiments, such as those conducted in the Val d'Oise Département, are used to monitor the judicial response to an indictable drink- driving offence, in the case of special partnerships with the health sector: personalized punishment and the motivation to receive treatment appear to be useful additions to the screening that takes place in the framework of road safety activities. The effectiveness of the encouragement to seek alcohol treatment can be measured by the relatively large proportion of drink-drivers detected by roadside checks who seek treatment, even if the facilities to deal with them are inadequate (as indeed they are for all persons with an alcohol consumption problem). Apart from the large number of drivers whose alcohol consumption threatens their health (a third of the population of detected drink-drivers), the incidence of re-offending among drink-drivers (10%) encourages the development of stronger ties between those treating alcoholism and those involved on traffic accident prevention. |
