This guide is designed primarily for nongovernmental advocates, especially in developing nations, who are working to achieve strong and enforceable smoke-free laws. The guide is divided into two parts: the Strategic Planning Guide and the Smoke-free Tool Kit.
Like earlier guides in the series, the Strategic Planning Guide in Part I looks at five key questions tobacco control advocates need to answer as we develop our advocacy strategies and campaigns: What do we want? Who has the authority to make it happen? (Who is our target audience?), What messages do these authorities need to hear to motivate them to act? Who are the most effective messengers to deliver those messages? How can we get our target audiences to hear our messages? The Smoke-free Tool Kit in Part II is filled with hard-learned advocacy lessons and techniques drawn from the experiences of our colleagues across the globe in their campaigns to enact and implement strong laws over the past 30 years. |
