ENGLISH : High-risk youth are vulnerable to multiple and intersecting problems, including emotional and behavioral disorders, substance abuse, violent and risk-taking behaviors, and poor connection to and performance in school. High-risk youth are more likely to live in vulnerable families and in communities that are inadequately supportive, contain high rates of conflict, and expose youth to high-risk activities. Despite the considerable efforts of those who serve youth through the many governmental and voluntary programs, these programs and services are not meeting the challenge of effective intervention to address and ameliorate the problems associated with high-risk youth and their broader social environments. |
