FRANÇAIS : 376 centres de consultation ont participé à cette évaluation, dont 29 sont situés dans les Länder de l'Est, ce qui est nouveau par rapport à l'étude de 1991. La majorité de ces centres appartiennent à des associations confessionnelles. Dans les anciens länder de l'Ouest, on relève une moyenne de 4,9 intervenants et 250 patients, alors que les chiffres sont respectivement 3,4 et 85 pour les nouveaux états de l'Est. 3 000 consultations ont été notées à l'Ouest et 1 180 à l'Est, où il n'existe pas encore de programme spécifique (travail de rue, méthadone). La typologie de la clientèle est différente : l'âge moyen et le niveau scolaire des consultants sont plus élevés à l'Est où il y a peu de différence entre hommes et femmes. L'alcool est le produit majoritaire (75% des hommes, 50% des femmes). Les opiacés occupent la deuxième place (19% des hommes, 14% des femmes), ce qui représente une augmentation de 20% en un an. 40% des toxicomanes aux opiacés consomment depuis moins d'un an, et 18,7% depuis plus de 10 ans. Les CAST doivent adapter leurs thérapies à ces deux sous-groupes de toxicomanes. ENGLISH : In 1992 the EBIS-evaluation is based on 376 facilities for outpatient treatment of drug addicts and clients at risk. 29 of them are situated in the new federal states. 347 units are situated in the old states.There are big differences between treatment facilities in the old and the new states concerning the personal equipment. The staff amounts to 4.9 fulltime workers in the old states. There are, on an average, 250 clients per treatment facility, which were treated during the year. In the new states the number of clients with about 85 and number of staff with about 3.4 full-time workers, are smaller. This sums up to nearly 2 000 single contacts and 1 000 group contacts per treatment facility during this year. There are however, big differences between east and west Germany. The average age of clients is higher in the new states and the level of school and professional education is some what higher too. By far the most prominent drug use is alcohol, for male and female clients. Number two are opioides. More than 19 % of the male and about 14 % of the female clients are addicted to this drug or use it in a harmful way. There is an increase in the number of drug-users compared to 1991 of about 20 % for males and females respectively. There is a rather big proportion of clients who have problems with hard drugs since a rather short time : 16% say, that they used heroin since less then 1 year, including this group nearly 40 % since not more than three years. On the other side 18.7 % used it for more than ten years. |
