Issu des réflexions du First Symposium on Estimating the Economic and Social costs of Substance Abuse, tenu à Banff, Alberta, en mai 1994, ce rapport propose un cadre de travail général pour le développement de l'estimation des coûts dans le but d'améliorer la validité et la comparaison des coûts dans différentes sociétés. Des études de coûts économiques sont décrites dans lesquelles l'impact de l'abus de substance sur la prise en charge par la société est estimé en termes de coûts sociaux de traitement, de prévention, de recherche, d'application de la loi et de perte de productivité. Une discussion détaillée porte sur les aspects théoriques tels : la définition de la notion d'abus, la détermination de la causalité, la comparaison des approches du capital démographique et humain de l'estimation du coût, le traitement et la quantification de la consommation abusive, le traitement des coûts privés, la mesure des coûts intangibles, le traitement de la perte des forces de travail due à la mortalité et à la morbidité, le traitement des coûts de la recherche, de l'éducation, de l'application de la loi, l'estimation des coûts inévitables et l'impact budgétaire de l'abus de substance. En annexe sont présentés un glossaire des termes utilisés dans ces études et des exemples des divers coûts imputables à l'abus de substance. ENGLISH: Based on the First International Symposium on Estimating the Economic and Social costs of Substance Abuse, held in Banff, Alberta, Canada, in May 1994, these guidelines present a general framework for the development of cost estimates. Studies of the economic costs of substance abuse are described as a type of cost-of-illness study in which the impact of substance abuse on the material welfare of a society is estimated by examining the social costs of treatment, prevention, research, law enforcement and lost productivity. A matrix of the types of costs to be considered is presented, and there is a detailled discussion of the theorical issues involved, including : the definition of abuse, determination of causality, comparison of the demographic and human capital approaches to cost estimation, the treatment and measurement of addictive consumption, the treatment of private costs, the measurement of intangible costs, the treatment of non-workforce mortality and morbidity, the treatment of research, education, law enforcement costs, the estimation of avoidables costs and budgetary impact of substance abuse.
