FRANÇAIS : Cet article décrit l'évolution des politiques en matière de drogue à Hong-Kong depuis le milieu du XIXème siècle et met en lumière les efforts majeurs de réduction des risques qui ont été entrepris depuis deux décennies. Entre 1841 et 1945, la politique avait principalement pour but de préserver le monopole gouvernemental sur l'opium ; de 1946 à 1960, la politique de prohibition fut accompagnée d'une approche punitive accordant peu d'importance au traitement ni à la prévention. Une troisième ère s'est ouverte dans les années 60, avec une prohibition "allégée", caractérisée par un développement de traitements, la réinsertion des toxicomanes, l'éducation préventive, la recherche, les politiques et la coopération internationale. La réduction des risques a fait l'objet de deux avancées, avec le démarrage d'un programme de maintenance à la méthadone en 1972 et un travail de prévention du Sida auprès des usagers de drogue depuis 1990. ENGLISH : This paper describes the evolution of drug policy in Hong-Kong since the mid-19th century, and then highlights the major harm reduction efforts that have occurred in the past two decades. Drug policy in the first stage (Government Opium Monopoly, 1841-1945) mainly aimed at maintaining government monopoly of the sale of opium, and that in the second stage (Prohibition, 1946-1960) adopted a hard-core punitive approach, paying little attention to treatment, rehabilitation and prevention. In the 1960s, drug policy entered the third stage (Enlightened Prohibition), which is characterized by expansions and new developments in treatment and rehabilitation, preventive education, research and database, policy making and community participation, and international cooperation. Two major harm reduction efforts were organized in the current policy stage : out-patient methadone maintenance program started in 1972, and the work of prevention of HIV infection and AIDS education among drug users coordinated by the Advisory Council on AIDS since 1990.
