FRANÇAIS : Les problèmes liés à la drogue et la politique en cette matière sur le plan international sont analysés du point de vue des intérêts des différents acteurs et illustrés par des exemples. En matière de drogue,les intérêts politico-économiques dominent, le trafic international ne pouvant fonctionner sans l'aide du système bancaire officiel. Les gagnants se trouvent à tous les niveaux du marché, et parmi les contrôleurs et les politiciens corrompus. Les usagers de drogues sont les premiers perdants en achetant des produits de mauvaise qualité, à des prix surfaits. La lutte policière contre la drogue, en Allemagne, a adopté le modèle américain, qui se révèle un échec et ne permet pas une politique tolérante, adaptée au contexte européen. ENGLISH : International drugs problems and drugs policy are investigated from the point of view of the interests and hierarchies of interest of those involved and illustred by examples. Political economic interests in particular are dominant in drug questions; the international drug trade is only capable of functioning with the help of the official banking system. In the present system of drugs circulation, the beneficiaries in the addiction business can be found at all levels of trading, in corrupt drug inspectors and politicians. The losers are mainly the drug addicts and drug users, who obtain low-quality substances at inflated prices. Examination of drug problems suffers in particular from a narrowing of perspective. A final look at the development of the police battle against drugs in the FRG shows how this is has become integrated into the international strategy of the US Americain "War against drugs". This, in the author's view, failed approach does not permit a liberal drugs policy tailored to European circumstances. (Review's abstract.) |
