ENGLISH : It is our view that the most appropriate way to develop effective interventions is by incorporating qualitative research into the process at every stage from concept formation to evaluation. The use of qualitative research in identifying trends and understanding practices related to drug use is well established. In this paper, we focus on an example of how qualitative research can be useful for informing the design of drug treatment interventions in a locality where drug use is a rapidly growing phenomenon and where resources for intervention developments are extremely scarce. This issue is magnified in the Asian context when it is also appreciated that the incidence of new HIV cases is likely to be greater in this region than any other (UNAIDS, June 1998), and that the proportion of HIV cases related to drug injecting is already significant (Stimson, 1992). In order for any drug treatment or intervention to be effective it has to be class-, culture- and context-specific. In our experience, this is best achieved by developing and evaluating interventions on the basis of qualitative research, including via ethno- graphies, unstructured and structured interviews, focus groups and observations. Here, we illustrate how qualitative research can be useful for intervention development by summarising findings drawn from semi-structured interviews, a focus group and two client case-studies taken from a pilot study of drug treatment among opioid users.
