L'épidémie de tabagisme, défi global, exige une action concertée aux niveaux mondial et national. En reconnaissant que la mondialisation accélère la propagation de l'épidémie, tout en admettant les limites de l'action nationale visant à contenir un problème de santé publique de dimensions transnationales, les États Membres de l'Organisation mondiale de la Santé (OMS) ont négocié et adopté un traité international de santé publique pour la lutte antitabac. La CCLAT OMS trace aujourd'hui les grandes lignes d'une riposte mondiale coordonnée face à l'un des plus graves risques pour la santé qui soient. Il est cependant essentiel d'agir au niveau national pour parvenir aux objectifs fixés par la CCLAT OMS. La construction de capacités nationales permettant de mener à bien des programmes efficaces et durables de lutte antitabac constitue une priorité urgente, et l'une des mesures parmi les plus indispensables dans le combat contre l'épidémie de tabagisme. L'idée du présent manuel est née du constat que si divers documents de l'OMS en appelaient au développement de capacités nationales de lutte antitabac, il n'existait aucune publication en couvrant tous les aspects. Le "Comment faire" préside donc à ce manuel, qui adopte une approche délibérément pragmatique, traite des questions du "monde réel", et propose des conseils pratiques pour mettre en place des programmes nationaux viables de lutte antitabac. ENGLISH: The tobacco epidemic is a global challenge demanding concerted global and national action. Recognizing that globalization is accelerating the epidemic’s spread and perceiving the limits of national action to contain a public health problem with transnational dimensions, Member States of the World Health Organization (WHO) negotiated and adopted a unique public health treaty for tobacco control. Today, the WHO Framework Convention on Tobacco Control (WHO FCTC) contains the blueprint for coordinated global action to address one of the most significant risks to health. However, national action is critical in order to attain the vision embodied in the WHO FCTC. Building national capacity to carry out effective and sustainable national tobacco control programmes is an urgent priority, and one of the most significant measures required to combat the tobacco epidemic. The idea for this Handbook arose from the awareness that while various official WHO documents called for developing national capacity for tobacco control, there was no comprehensive publication for the development of such capacity. Conceived as a "How to" manual, the approach is intentionally pragmatic, addressing 'real world' issues and providing practical advice for setting up viable national tobacco control programmes. |
