Résumé :
This report is the culmination of over a decade's thinking and experience of campaigning for drug policy reform. This process has been informed recently by the 'Options for Control' seminar series held in conjunction with the Mannheim Centre for the study of Criminology and Criminal Justice in May and July 2004. The report fulfils four aims: -provides a critique of the failings of prohibition -offers a framework for regulating drugs and for developing effective drug policy -suggests a roadmap for reform -offers opportunities to influence progressive reform. The report will be updated periodically to take account of developments. The hope is that this work will be a practical aid to the development of more effective drug policy and feedback is welcomed.
