Ce commentaire sur l'étude de McKee M. & Leon D. A., publiée dans Addiction, 100, 2005, considère que l'augmentation de la consommation est survenue antérieurement à la transition sociale (avant 1997). Il reprend les étapes de son évolution dès les années 70 où l'Union Soviétique est devenue une voie de transit, notant qu'au début des années 90, la drogue a représenté un problème majeur pour la Russie. D'autre part, les causes prédominantes, problèmes économiques ou criminalité, sont difficile à établir. ENGLISH: This letter is a response to McKee & Leon's recent paper [McKee, M. & Leon, D. A. (2005) Social transition and substance abuse. Addiction, 100, 1205–1209], and their elegant portrayal of the social transition of the USSR in the context of Durkheim’s theory and substance abuse. To understand McKee & Leon’s paper, it is essential to identify the period over which the relevant social transition occurred. Every historical event has a pre- and post-history, but the transition as such began in 1988 with perestroika (restructuring). The acceleration that preceded it (1985–87) was nothing but a policy of mobilization usual for the Soviet system, which, moreover, stalled. The subsequent semantics of the transition were glasnost (openness), disintegration of the Soviet Union, market reforms and privatization. In December 1999, Boris Yeltsin turned the country over to Vladimir Putin with a new economic (oligarchic capitalism) and political order (deskbound oligarchy).
