FRANÇAIS : Le rapport présente pour les deux années à venir, le projet de modification de la prise en charge des toxicomanes en prison en y incluant une dimension psychosociale. Les difficultés auxquelles il faut faire face sont les risques de suicide et d'overdoses du fait de l'usage illicite de drogues dans les prisons. L'objectif serait de créer des équipes pluridisciplinaires pour une prise en charge globale du détenu. Les propositions ont été présentées aux différentes instances officielles, mais il faudra du temps pour intégrer la dimension clinique pour les toxicomanes en prison. ENGLISH : This document describes how clinical services for the management of substance misusers in prison should develop during the next two years as increasing resources permit. The aim is to address the current challenges facing the care and treatment of substance misusers in prisons. These include: the vulnerability of drug-using prisoners to suicide and self-harm in prison, and to death upon release from custody due to accidental opiate overdose; prison regime management problems related to illicit drug use in prisons; the impetus to provide clinical services that correspond to national (NTA 2003) and international good practice; the need to provide clinical interventions that harmonise with practice in community and other criminal justice settings (NOMS 2005); the need to integrate further healthcare and Counselling, Assessment, Referral, Advice and Throughcare (CARAT) services in prisons, to create multi-disciplinary drug teams.To these ends, this document has been drafted in consultation with key government departments, professional organisations, commissioning organisations and service providers.The document also takes account of work being progressed through the Drug Interventions Programme. In recent years, there has been substantial progress in the provision of non-clinical drug services across the prison estate. Clinical services have been slow to develop by comparison. Detoxifi cation, of a pre-set duration, remains the solitary prescribing response to drug dependence in the majority of local prisons. (Extract of the publication) |
