Les attentats du 13 novembre 2015 en Île-de-France ont engendré un intérêt soudain pour le stupéfiant désigné depuis une trentaine d'années sous le nom de « captagon », que de très nombreux médias ont hâtivement qualifié de « drogue des terroristes ». On dispose de relativement peu d'informations pour comprendre le captagon, d'où l'apparition de théories plus ou moins fantaisistes qu'il est souvent difficile de démontrer ou d'invalider. La production de connaissances sur le phénomène est en effet fortement contrainte du fait de l'absence de données provenant des principaux marchés de consommation de cette drogue, dont les plus importants semblent être les pays du golfe Persique. Cela dit, un ensemble d'éléments fiables permettent de mieux comprendre ce qu'est et ce que n'est pas le captagon et de formuler une série d'hypothèses relatives à la structure de l'offre de ce produit et aux évolutions de sa production. ENGLISH: Captagon, in the overwhelming majority of cases, aside from the classic "fakes", is now simply another "street name" for amphetamine or speed. This relatively commonplace substance was, until the 2000s, manufactured by Balkan, Bulgarian and Turkish networks, specialising in the synthesis of amphetamine and its transformation into tablets. Owing to law enforcement actions, part of production appears to have relocated closer to consumer markets in the Persian Gulf, and to Lebanon in particular, as shown by combined seizures of precursors, amphetamine and captagon tablets. This must be understood in the context of armed violence in the Middle East, with the outbreak of the Syrian Civil War and the break-up of Iraq, notably due to the activities of the jihadi armies. These combined events have helped sustain a series of rumours and allegations. The one often rehearsed in the media, that "commonplace" captagon is the "jihadi drug", the substance preferred by Daesh terrorists, especially in France, has been refuted by objective findings, and will remain mere speculation until proven otherwise. |
