La « toxicomanie » en France a d'abord été abordée sous un angle répressif, avec pour objectif l'éradication des drogues et l'abstinence des usagers. Face à l'échec de ces politiques et à l'émergence du VIH dans les années 1980, un changement de paradigme s'est imposé progressivement, intégrant des approches de réduction des risques. Fondée en 1984 par Jean-Marc Borello, SOS Drogue International s'inscrit dans ce tournant en défendant l'accueil inconditionnel et la dignité des personnes avant toute exigence de soin. L'association contribue au développement de dispositifs innovants comme les Sleep-In, premiers hébergements d'urgence pour usagers de drogues, et les communautés thérapeutiques, combinant soins, accompagnement social et cadre résidentiel. Ces pratiques de terrain influencent durablement les politiques publiques françaises en addictologie. De cette dynamique naît le Groupe SOS, devenu un acteur majeur du secteur social et médico-social, fidèle à une approche humaniste, pragmatique et centrée sur la personne. [Résumé d'auteur]

Drug addiction in France was initially addressed from a repressive perspective, with the aim of eradicating drugs and achieving abstinence among users. Faced with the failure of these policies and the emergence of HIV in the 1980s, a paradigm shift gradually took hold, incorporating harm reduction approaches. Founded in 1984 by Jean-Marc Borello, SOS Drogue International is part of this shift, advocating for unconditional acceptance and dignity for individuals above all other care requirements. The association contributes to the development of innovative programs such as Sleep-In, the first emergency accommodation for drug users, and therapeutic communities, combining care, social support, and a residential setting. These practices in the field have had a lasting influence on French public policy in the field of addiction. This dynamic gave rise to Groupe SOS, which has become a major player in the social and medico-social sector, faithful to a humanistic, pragmatic, and person-centered approach. [Author's abstract]
