Résumé :
Since 2008, the Copenhagen Police Department has been developing an approach to the policing of an open drug scene that seeks to support local harm reduction efforts. While much research on harm reduction policing has focused on how this entails the police adopting new methods and approaches, this chapter explores how harm reduction policing in Copenhagen is the result of the formation of a local 'policy network' involving the police, social authorities, and private organisations. Harm reduction policing should, in this case, be understood as a result of the collective efforts of many different actors. Using actor-network theory, the chapter shows the work that went into 'interesting' and 'enrolling' (Latour 1987) actors in a network of collective action and the work of institutionalising and maintaining this policy network. The chapter shows the importance of understanding harm reduction policing as embedded in heterogeneous local actor networks. [Author's abstract]
