Considéré comme moralement problématique, le commerce des jeux d'argent est historiquement interdit puis autorisé dans le cadre de dérogations accordées à quelques opérateurs en situation de monopole. L'arrivée illégale de jeux sur internet a ensuite poussé l'État à ouvrir partiellement à la concurrence le marché des jeux. L'article montre que la structure du marché des jeux est le fruit de compromis entre efficacité économique, enjeux budgétaires, et préoccupations morales de protection des populations fragiles.
ENGLISH:
Considered morally problematic, the French gambling market has historically been banned and then authorized under exemptions granted to a few monopoly operators. The advent of illegal gambling websites then led to the partial introduction of competition in the online gambling market. This article shows that the structure of the gambling market is the result of compromises between economic efficiency, budgetary issues, and moral concerns for the protection of fragile populations.
