Résumé :
Hungarian Interchurch Aid's project "Breaking the Drug Cycle" was brought to life by the need to provide reliable information on substances used by PWIDs, including temporal and geographical patterns by the help of a comprehensive survey.
General objectives:
- To support the implementation of the European Pact against Synthetic Drugs:
The program, in accordance with the call for proposals, is mainly based on the guidelines of the European Pact especially in terms of emergence of new psychoactive substances and the early warning system. Its justification was even more pronounced as massive spread of new psychoactive substances has been observed in injecting drug use in Eastern-Central Europe by the beginning of 2010s.
- To support risk assessment and identification of substances:
The starting point that inspired HIA's program was that the only information on new psychoactive substances was obtained through seizures and criminal proceedings. We considered it necessary to widen this palette by analyzing samples deriving from a broader spectrum of sources that are independent from the work of law enforcement agencies. In addition to the chemical analysis, the project also included a questionnaire survey which intended to assess characteristics of users, their drug consumption and knowledge about the samples submitted.
- To establish and improve cooperation between organizations involved in care for addicts in Hungary:
Cooperation between organizations both on national and international level is very important under the rapidly changing market conditions. As these new substances usually pop up in Europe and in different parts of the country simultaneously and after a short career they are quickly replaced by others, rapid and up-to-date sharing of information is especially important for experts working in this field.
