Les participants à la conférence de Zaragoza des 2-3-4 Novembre 2006 ont adopté le Manifeste de Zaragoza sur la sécurité urbaine et la démocratie. (Extrait) Le niveau local est confronté aux citoyens usagers de drogues. C'est à ce niveau que se concrétisent les stratégies nationales et internationales. Face à la complexité des situations et à l'obligation de réponses, les élus locaux ont la responsabilité de mettre en cohérence les diverses stratégies mises en oeuvre par les acteurs de terrain. Ce niveau s'avère donc aussi le plus approprié pour collecter les informations et les expériences susceptibles d'enrichir le débat portant sur l'adaptation des législations et règlements aux niveaux nationaux et supranationaux.
ENGLISH:
The representatives of several hundred European cities, meeting in Saragossa (Spain) on November 2-4, 2006 adopted the Saragossa manifesto on "Security, Democracy and Cities" in the presence of representatives of African, North American and Latin American cities. They called on other cities in Europe and worldwide to join them by adopting and implementing the principles set down in the text. (Extract) The local level is confronted with citizens who are drug users, and it is at this level that national and international strategies take shape. Faced with the complexity of situations and the obligation to find responses, local officials have the responsibility of giving coherence to the various strategies implemented by players in the field. This level thus turns out to be more appropriate for collecting information and experiments likely to enrich the discussion concerning the adaptation of legislation and regulations at the national and supranational levels.
