Résumé :
The project SMART was carried out in response to the European Commission call for the development of standardised comparative surveys on heavy drinking, binge-drinking (episodic heavy drinking), drunkenness, context of drinking, alcohol dependence and unrecorded consumption, and for the development of a standardised methodology of cost-benefit analyses of alcohol policies. The aim of the project was to develop standardized comparative surveys methodology and standardized methodology of cost-benefit analyses of alcohol policies. The project congregated researchers from ten EU countries including Czech Republic, Estonia, Finland, Germany, Hungary, Ireland, Italy, Poland, Spain and UK and experts from numerous other countries. The participating countries brought to the project different experiences as regards drinking cultures as well as different research traditions maximising synergic effect of the research co-operation. This publication intend to contribute to the ultimate purpose of the project which consists in assisting European Union and its Member States in formulating, implementing and evaluating their alcohol policies. It is believed that better use of standardized approaches across Europe will lead to more informed and evidence based policy making to reduce alcohol's health and economic burden to Europe. It discusses crucial issues of cost-benefit analyses and offers a simple example how to undertake such an analysis.
