Tackling drug misuse involves both reducing the supply of and demand for drugs. We have no doubt about the importance of the enforcement role, particularly that of the police, in dealing with drug misuse(...) Our focus here is not with the response to high-level drug crime, such as large scale dealing and trafficking. Our interest is with the interactions between misusers and enforcement and prosecution agencies, drugs services and the community at large, and with the extent to which there is scope for reducing tne supply and demand for drugs and the harm they cause to individuals and society.
