L'auteur décrit la réaction britannique face aux rumeurs "d'épidémies" d'héroïne au sein de trois petites villes, et face à l'émergence d'usagers très jeunes dans plusieurs villes qui ignoraient jusqu'à présent l'usage d'héroïne. En l'absence de tout système formel de surveillance des tendances récentes au Royaume Uni, un audit rapide a été mis en place. La méthodologie utilisée (approche qualitative et quantitative) et les résultats obtenus sont décrits ici. Le succès de cet audit est attribué à sa souplesse, au soutien de la police et du gouvernement, et à la période propice où il fut mené.

Howard Parker documents the British response to "rumours" of new heroin outbreaks in three small cities and uptake among very young new users in numerous small towns with no heroin history. In the absence of any formalised early warning system in the UK, a rapid audit was conducted. The audit methods are described and the audit's success is attributed to: its flexible design; strong support for the audit from the police and government, and the timelines of the research.
