The article is concerned with the questions of how knowledge about marihuana is used in the formulation of public policy and how public policy affects the behavior of individuals. Elite opinion tends to be sluggish in changing its views in response to new information and opinions of the elite in turn may exercise important influences on public policy. (Author' s abstract)
