la lutte contre la drogue a contribué à la légitimation d'un nombre important de nouvelles pratiques policières, notamment en matière de renseignement et de coopération. Jusqu'à présent, l'attention des spécialistes s'était concentrée sur la dynamique de transmission de données par des secteurs privés ou publics à la police. Mais c'est négliger la tendance inverse par laquelle la police irrigue d'autres administrations (fiscales, sociales, etc.) d'informations concernant d'éventuels contrevenants. L'auteur nous livre son point de vue sur les développements et les dangers potentiels d'une police "post-pénale". (Résumé d'auteur)
ENGLISH:
The combat against drugs has served to legitimate a certain number of police practices, notably in the domains of intelligence and cooperation. So far, the attention of specialists has been focused on the way data and information from private or public sources has been transmitted to the police. But this ignores information flows in the opposite direction, and how the police informs other bodies (the tax authorities, the social services, etc.) of possible offenders. The present writer gives us his point of view on the development and potential danger of a "post-criminal" police force. (Author's abstract)
