Drug use and abuse is a hidden phenomenon that can only be measured by indirect indicators linked to observable events and times. Such events and times are properly defined and described. A grading system is proposed to make impact analysis. A pilot study of the latency period distribution is used to show how this analysis can be used to evaluate different kinds of prevention and control interventions in the drug field.
