FRANÇAIS :
Cette étude se donne pour but de présenter brièvement l'état du système français pour les différentes catégories de substances concernées. Elle a été menée à partir dune recherche dans les sources documentaires disponibles (qui émanent pour la plupart d'organes officiels) ainsi qu'à partir dune série d'entretiens avec les acteurs de terrain, notamment dans le domaine de l'action socio-sanitaire. Cette rapide présentation est suivie pour chaque section de recommandations pour : soit améliorer le dispositif tel qu'il existe, soit présenter des pistes de réforme plus profondes quand il est apparu que les éventuels défauts d'efficacité reposaient sur des causes conceptuelles.
ENGLISH:
This study aims to briefly illustrate the state of the French legal and illegal drug control system in relation to the various categories of substances concerned. It is the result of research carried out from the available documents (mostly official sources) as well as from a series of interviews with the authorities in this field, most notably in the social and health care field. This brief presentation is followed by a series of sections providing recommendations on how one might improve the existing drug regulations or suggestions for paths for a more thorough reform where it appears as though shortcomings in efficiency are the result of problems of a conceptual nature.
