Résumé :
There is by now a widespread resistance to the war on drug attitude, while at the same time. UN on its meeting in New York in June 1998 is confirming their "new" strategy to eradicate illegal drugs within the next ten years. Posters with the encouraging slogan "We can do it" is already distributed by UN-Offices around the world, and the optimist is linked to a combined strategy of alternative crops for drug cultivators and money laundering. Up to the UN-meeting a row of alarming TV-features about the increasing harm done by illegal drugs has been distributed world-wide. The paper will explore the impact of this strategy for the general opinions on drug users, and look into which possibilities users organisation and a growing number of dissatisfied professionals have for counteracting.
