British drug policies in the 1980's : a preliminary analysis and suggestions for research

Depuis le début des années 1980, on note une évolution dans la politique britannique en matière d'usage de drogues. La toxicomanie, essentiellement considérée comme un problème médical est maintenant davantage perçue comme un problème plus général et plus vaste. D'autres agents que le médecin sont donc appelés à intervenir tel le psychologue, le travailleur social, le policier... La clinique ne serait plus le seul lieu de soin ; le spécialiste cède sa place au généraliste dans beaucoup de cas ; l'appareil judiciaire prend position en matière de trafic et d'usage de drogues. Cependant, l'analyse reste à approfondir et la recherche doit être poursuivie pour pouvoir conclure à une évolution radicale en Angleterre. L'auteur avance des pistes possibles.
ENGLISH :
First, this paper attempts an assessment of recent developments in British drug policies. In the 1980's British drug policies are in a state of transformation in which it appears that medicine is being displaced from a central role, and being replaced by a more extensive and diffuse response involving a broader range of agencies and ideas about drug problems. A more active role is being played by central government, the debate on drugs is becoming politicized, and there is a new emphasis on law enforcement, and legal and penal control. It is now questionable whether the British approach to drug problems is as distinctive as it once was. Given that research on contemporary drug policy is negligible, the second task of this paper is to identify a number of areas and issues worthy of policy analysis. (Author's abstract)
