Présentation d'une nouvelle initiative de la ville d'Amsterdam pour la prise en charge d'héroïnomanes posant problèmes (dits "junkies de la rue") et principalement d'origine étrangère. Cette initiative se veut à seuil bas, ouvrant vers d'autres formes de prise en charge et entre dans l'élaboration de la nouvelle politique dite de "contrainte et pression" formulée conjointement par les ministères de la justice et de la santé néerlandais proposant aux toxicomanes le choix entre peine et traitement. Les questions suivantes sont posées : comment informer sur un tel projet? comment l'évaluer? comment concilier la création d'une institution de culture "blanche" avec la population essentiellement asiato-maghrébine à laquelle elle s'adresse?
ENGLISH :
In Amsterdam a new practice in managing the problems of so-called extreme problematic addicts ("street junkies") has been developed in the past few years. An interesting feature of this addiction-treatment is that it has been set up mainly to help addicts of "foreign" origin. Most important is that the treatment program is an elaboration of the Dutch governmental policy introducing moderate forms of compulsion and pressure in the treatment of drug-addicts. The basic principle of this policy forms the choice give to the addict between punishment and treatment. The aim of the article is to present the new program and to describe its structure and functioning. The importance of further evaluation research of the program is emphasized.
