A partir du constat de la Communauté Européenne d'un déficit d'information concernant la consommation de drogues, l'Observatoire Européen des Drogues et des Toxicomanies a été créé en 1992 pour pallier cette carence. Dans cet article, les auteurs exposent le fonctionnement de l'antenne portugaise de cette organisation : Observatoire VIDA.

From the observation of a deficit of information on drugs and drug abuse, the European Union decided in 1992 to create the Drug and Drug Abuse European Observatory. In this article, the authors explain the functioning of the Portuguese branch of this organism: VIDA.
