Le développement économique rapide de la Colombie depuis les années 40 à été synonyme d'une amélioration du niveau de vie pour certains mais surtout d'un déclin de la qualité de vie pour la majorité. En examinant ce paradoxe, l'auteur constate que l'absence d'accroissement de la participation politique dans ce contexte de progression économique a nui fortement à l'image du régime, favorisant entre autres l'émergence d'une industrie liée aux drogues illicites. L'auteur en examine la structure, les protagonistes, les caractéristiques, l'envergure et l'impact sur l'économie du pays, les politiques du gouvernement, et les répercussions à l'étranger. Il termine en présentant les alternatives envisageables par le gouvernement Colombien.
ENGLISH :
The rapid improvement in Colombia's aggregate economic development since the late 1940s has seen an improved standard of living for some, but a declining quality of life for most. Thoumi's analysis of this paradox shows that economic growth without increased political participation, leading to a delegitimation of the regime, provided fertile ground for the development of the country's illegal drugs industry. Following his carefully reasoned analysis of the Colombian political economy, Thoumi discusses the structure of the illegal drugs industry, the characteristics of its entrepreneurs, it size and impact on the economy, government policies and the forces that have shaped them, and the nature of the demand for illegal drugs in Colombia and elsewhere. He closes with a consideration of the policy alternatives - if any - open to the Colombian government.(Editor's abstract)
