Partant de l'analyse de la situation actuelle de la consommation de cannabis aux Pays-Bas et en Allemagne, l'auteur propose un modèle de contrôle du marché du cannabis. La dépénalisation de l'usage et la légalisation partielle semblent se faire attendre depuis longtemps. Pour permettre ce contrôle des mesures politiques de prévention et d'éducation à la responsabilité sont nécessaires.
ENGLISH :
Proceeding from the description of the current situation regarding the use of cannabis in the Netherlands and in Germany, the author presents a concept based on administrative regulations of how to control the cannabis market. The decriminalization of cannabis use as well as a partial legalization of the substance appear to be long overdue. However, in order to be able to realize and stabilize selfresponsible, pleasure-determined, rule-oriented and thus controlled user patterns, the implementation of particular preventive measures of drug policy is essential.
