Harm reduction in Rome

C'est en 1994 que démarre le premier programme pour usagers de drogues à Rome. Il comprend : travail de rue, échange de seringues, distribution de préservatifs, information, premiers secours et accès facilité aux programmes méthadone. Dans la première année du programme les équipes de rue ont établi 48652 contacts, dont au moins 3024 étaient de nouveaux contacts. 1077 personnes n'avaient jamais auparavant reçu de traitement. 64201 seringues ont été distribuées, dont 16883 ont été ramenées. Environ 260 personnes ont été orientées vers les services publics pour un traitement méthadone. Le programme n'a pas encore atteint son potentiel maximal. Le principal problème réside dans l'orientation vers les programmes méthadone. Bien que la politique de réduction des risques soit progressivement mieux acceptée, il manque encore une définition ou une compréhension commune.

In 1994, the first integrated programme for drug users in metropolitan Rome was started, involving street outreach, needle exchange, distribution of condoms, information, first aid and easy access to methadone. In the first year of the programme outreach workers had made 48652 contacts with drug users, of whom at least 3024 were new contacts. A total of 1077 people reported never previously having received treatment. Altogether, 64201 syringes were distributed, of which 16883 were returned. About 260 people were referred to public services for methadone treatment. The programme has not yet reached its full potential. The main problem is referral to methadone treatment. Although the policy of harm reduction is increasingly accepted, a uniform definition or understanding does not exist. (Authors'abstract).
